Township Traffic Signal Modernization

Upper Allen Township has been awarded $639,334 through the Green Light-Go Grant Program for the modernization of 16 traffic signals within the Township. York County Bridge 247 Replacement Project

Bridge No. 247 over the Yellow Breeches Creek will be replaced.  The bridge is located on North Grantham Road and Mill Road.  The project involves replacing the existing structurally deficient bridge to provide safe and efficient crossing over the Yellow Breeches Creek that can carry legal loads and retain connectivity between the York County and Cumberland County communities.  The project is currently in the permitting phase, but is expected to be completed between Spring – Fall 2025.

At the May 5, 2022 Board of Commissioners’ meeting, a representative of Herbert, Rowland & Grubic, Inc. (HRG) shared plans to replace the York County Bridge # 247.  The project is a combined effort of York and Cumberland Counties, with York County taking the lead on the project.  To view HRG’s Exhibits, visit the township’s Development Projects page.  For more information about the project, visit York County’s website at York County Bridge Program.

Reminder to Township Residents

The discount period for paying your County/Municipal Real Estate tax bill is fast approaching!  After April 30, we will be in the “face” period and the 2% discount will no longer apply.  Tax payments may be mailed to Sharon Shipman, Tax Collector, 275 Cumberland Parkway, #325, Mechanicsburg 17055, dropped off at the box outside the main entrance to the Township building after hours, dropped in the box inside the main entrance during business hours, or paid in person at the Tax Office window Wednesdays and Thursdays from 9 a.m. to 1 p.m. 

If you have not received a bill, please contact me in the office and I can provide you with a copy.  While I can be reached at 717-766-4238, the quickest and most efficient way to contact me is by emailing me at  I may not always be able to answer the phone, but I frequently check my emails and can quickly scan and email copies of bills, receipts, forms, etc. for quick turnaround. 

Remember that failure to receive a bill does not excuse you from the obligation to pay your taxes!

County/Municipal Real Estate tax due dates are as follows:

  • Discount period – March 1 thru April 30 (2% discount)
  • Face period – May 1 thru June 30
  • Penalty period – July 1 thru December 31 (10% penalty)
  • After December 31, unpaid taxes are turned over to the Cumberland County Tax Claim Bureau for collection.  Please note that interest and additional fees are added when it reaches this point.

Floodplain Map Update

FEMA is expected to provide preliminary floodplain (or FIRM) maps in June 2022.  A Letter of Final Determination (LFD) is expected in October or November, 2022.  The estimated timeline in which the maps will be finalized is May 2023.  Until the new floodplain maps become effective, municipalities are permitted to manage the most restrictive base flood elevation (BFE) for properties.

Hertzler Road Closure Beginning April 25th

Beginning April 25, 2022, a portion of Hertzler Road beginning at the Harvest Drive/Allenview Drive intersection to Klinedinst Road will be closed for various road and infrastructure improvements.  This portion of Hertzler Road is expected to remain closed for approximately four (4) months.  

Update 04/11/22: Road closure was scheduled for April 11th.  Due to recent rain events, the road closure date has been extended until April 25th.

Cumberland County Household Hazardous Waste Collection Program

Cumberland County is once again hosting drop-off events for household hazardous waste collection.  The county has four events planned for 2022.  The dates are April 14th, June 4th, August 6th, and October 27th.

Pre-registration is required, and a fee of $0.50 per pound will be charged.  The events are open to Cumberland County residents only.  For additional information about the project and how to sign up, visit the Cumberland County website at
